I just saw a recent news article that the UK Higher Education ombusman, Baroness Deech, has said that there has been a move away from creative thinking, to copying down accurately. In the current educational era, this is a huge challenge, and there has certainly a pressure in this direction which can sometimes be hard to resist. Many UK institutions do use plagiarism detection software, such as Turnitin, which more or less searches the web and other database for sections which match. A report from this will usually list a whole bunch of stuff, much of which has been quoted or cited correctly.
